Parking is free at all city-owned garages after 6 p.m. on weekdays and throughout the weekend, except for specific special events. City-owned garages include the Locust Street garage, the State Street garage, Market Square garage and the Promenade garage.

The Central Business Improvement District offers discounted or free parking to those visiting the heart of Knoxville. The Downtown Knoxville Parking Break Program allows visitors to park in one of thousands of participating parking spaces in Downtown Knoxville for free or at a discounted price.
Visitors can also ride the KAT buses into the heart of the city at a reduced price or ride the free trolley. Participating downtown merchants and businesses will provide parking validation or offer Parking Break tokens. Tokens are good for KAT bus rides into Downtown Knoxville or at participating parking locations.
Civic Coliseum Parking
Parking is available at the Knoxville Civic Auditorium and Coliseum facilities from 6 a.m. to 6 p.m. Monday through Friday for only $20 a month. KAT’s Blue Line Trolley service is available free of charge and will pick up every five minutes during peak hours (6-9 a.m. and 4-7 p.m.) and ten minute service during non-peak hours.

The City of Knoxville and the CBID facilitate the Residential Parking Permit Program. Designated residential parking zones (RPZ) are strategically located where residential development is prominent. With a permit, full-time residents in an RPZ can park near their homes without paying meters.
In short-term parking spaces, permitted vehicles may park up to the maximum time limit during the day and unrestricted overnight. Several spaces within the RPZ are designated as long-term parking for residents, allowing unrestricted parking up to 24 hours. Long-term parking spaces are located along the Gay Street viaduct, Vine Ave behind the Crown Plaza and Locust Street close to the fire station.
Residents may park in designated spaces in the Coliseum parking garage without time restriction. Anyone who is a full-time CBID resident and owns a vehicle is eligible. Only one permit per residential unit. Permits are $125 per program year, per vehicle which will be prorated per quarter.
